Is it possile that in the future one of the smaller teams could win the EPL,[Portsmouth ,Bolton ,Arsenal]ect?

Not anywhere in the near future, the big three or four are dominant and not even close to aging. Plus their systems bringing up players are incredible and the best players in the world only want to play for the big namers because of publicity and media coverage, and the almighty dollar
